With the rapid changes in the global economic structure and scientific and technological innovation, the relationship between industrial development and talent cultivation is similar to the quantum entanglement phenomenon in quantum physics, showing a high degree of interconnection and dynamics. The purpose of this study is to explore the best competition strategy to cultivate talents in Taiwan's higher vocational education, using qualitative research methods, referring to Quacquarelli Symonds (QS) World University Ranking evaluation indicators (such as employer reputation, sustainability, etc.) , combining official and academic literature, market research, document analysis and 7-expert interviewers.

According to the analysis, the study proposes the following strategies for the cultivation of talents in Taiwan's higher technical and vocational education:
1. Enhancing the reputation of the employer to expand employment outcomes.
2. Improving academic reputation to strengthen international cooperation.
3. Designing interdisciplinary courses to cultivate workplace adaptability.
4. Strengthening the concept of self-directed learning by providing diverse learning channels.
5. Expanding international research networks to attract outstanding foreign students to Taiwan.
6. Promoting sustainable development goals to strengthen the social responsibility of schools.

Stakeholders, such as governments, companies, and educational institutions, should work together to promote the reform and development of technical and vocational education to meet industry needs and social expectations. Through the implementation of these strategies, Taiwan will not only enhance the competitive advantages of higher technical and vocational education institutions, but also cultivate more professionals that meet industry needs.
