Abstract:
Intense exploration of the Black Sea, in order to identify petroleum and natural gas deposits, as well as the results of the exploration, have increased the interest of the general public in working in this sector. In the Romanian Black Sea area, there are fragile attempts in terms of specialist staff training, for the range of professions required to safely operate an offshore installation.

Our paper makes reference to one of the most spectacular challenges in launching a program to master this field, in which there are three universities involved, each with different characteristics, but with a common goal in achieving this master's programme.

This paper presents the idea of preparing qualified personnel for both drilling and extraction of hydrocarbons operation and to maintain safe operation of offshore installations and personnel that it serves.

Such master proposed programme has three important aspects of training:
- Build-up and arrangement of offshore installation (Ovidius University);
- Safety and marine environmental protection (Naval Academy);
- Drilling equipment (Ploiesti Oil and Gas University).

This kind of involvement and development of a master programme, completed with practical tasks planned to be realized with specialized companies in the area will allow the graduates of this programme to acquire strong skills and technical knowledge to design, build, operate and maintain installations and equipments used in offshore activities.
