THE VOCATIONAL TRAINING AS AN INSTRUMENT TO PREVENT THE SOCIAL EXCLUSION

An essential factor to prevent socially exclusion is the vocational training, and its defect may produce the unemployment risk, and, in consequence, the risk of exclusion socially. The lack of employment is one of the most important elements for bringing socially exclusion situation, and the socially excluded person increases the difficulties for coming into the labour market, sometimes because of their education lack or of vocational training, of their lack of professional adaptation, of the ignorance of the labour habits or of the absence of motivation personal.
Regarding the situation of European Union, the vocational training is considered as a fundamental pillar of the employment strategy in an economy based on the knowledge. In this sense, the Report of the Council of Europe to Modernize the Education and the Formation: an essential contribution to the prosperity and the social cohesion in Europe 2006 notices that the education systems and formation have a double function, economic and social, whereas they don't only constitute a factor of competitiveness, but rather they also imply equality of opportunities and integration in the social life of a country, reason for which the Report remembers that unless they redouble the efforts in such aspects as the school abandonment (that in the year 2005 are located in the Europe the 25 around 15% of the youths among 18-24 years) and of conclusion of the superior cycle of secondary studies (that is about 77% in the year 2005), it will grow the percentage of people of the next generation that will be threatened of social exclusion, with the rising cost that would represent it for the own ones affected, for the economy and for the society.
An intimate relationship exists between socially exclusion and employment politics in spite of being different, because the improvement of the training of the individuals will improve the employability. The policy of employment should promote the worker's professional qualification; adopt the group of appropriate measures in order to facilitate and to guarantee, if it's possible, its integration in the labour market during all his working life. Of among these measures, formation and professional experience have a cause/effect relationship with the employability.
In Spain, the Decree 395/2007 institute the current vocational training subsystem for the employment, and try to promote the formation between workers and managers, and to transform the permanent learning into a fundamental element not only for the competitiveness and the employment, but also for the personal and professional development of the workers. In this communication we analyse the characteristics of the vocational training like instrument to obtain the professional insertion and the social inclusion.
