The aim of tertiary institution in Nigeria as in other developing countries is to produce a critical mass of qualified manpower grounded in generic skills that will enable them steer the country’s economy, alliviate poverty and bridge the gap between Nigeria and developed countries. Unfortunately, this seems to be a mirage as research and anecdotal evidence show a down-ward trend in the quality of graduates from these institutions. The researchers motivated by the desire to solve the problem hypothezes that other things being equal if the issue of large class-sizes, and poor foundation in the English Language due to quality of teachers; especially when we consider our peculiar learning context where English is the language of school instruction from senior primary through the tertiary level, is not addressed learning cannot be enhanced. The effects of these variables are investigated using two structured questionnaire and an English Language assessement test administered on teachers in the secondary schools since they serve as models to these students. Data were analysed using chi-square and t-test, and recommendations will be made based on the findings.
