QUALITY MANAGEMENT SYSTEM OF EDUCATION ACTIVITIES: THE EXPERIENCE OF ECONOMIC DEPARTMENT OF MORDOVIAN STATE UNIVERSITY

The paper deals with the processes of development and establishment of Quality Management System at Mordovian State University, including the implementation of the organization development of higher educational institutions, personnel training in the basis of quality management. It gives the detailed statement of formation process of Quality Management System of education activities at Economic Department and considers the major tasks of quality managers at Departments and Chairs. The article presents the results of self-assessment implementation as a tool of quality management at Economic Department. The paper also places high emphasis on information monitoring about consumers satisfaction and others interested in the Department. It views the processes of development and recommendations on education activities improvement and further development of quality management at Economic Department. The research is conducted on the base of process and system approaches to management, self-evaluation, questionnaire, and a spider gram.
Nowadays the problem of improvement of educational activities is one of the most relevant for higher educational institutions. One of the approaches is quality management. The quality of higher education includes the following components: the quality of values, goals and standards of higher educational institutions, the quality of education activity conditions, the quality of educational processes and results.
Thus, quality management in higher educational institutions supposes planning, assurance, control and improvement of all the components mentioned above. Quality management in higher education has its aim to satisfy the requirements of different customers – students, teaching staff, employees, society on the whole, etc. The achievement of these goals supposes elaboration and development of Quality Management System.
The Mordovian State University while being a classical University is one of the largest higher educational institutions in Russia and also the regional scientific and cultural centre. It trains students in a wide range of professional programs (79 specialties). There are 12 faculties, 7 institutes and 3 branches in the University. Quality of education has been in focus during many years of its existence. The program of the University development for the period of 2006-2010 years contains the project of Quality Management System formation. This project is realized at all departments of the University. Economic Department is one of the largest departments. Here there study more than 4 thousands students and there work more than 200 tutors. It was the first Department at the University which began to format Quality Management System and use self-assessment as a tool of quality management. This system are based on the principles of TQM: Results orientation, Customer Focus, Leadership and Constancy of Purpose, Management by Processes and Facts, System approach, People Development and Involvement, Continuous Learning, Improvements and Innovation, Partnership Development, Corporate Social Responsibility.
The experience of Economic Department of the University has shown that the elaboration and the development of Quality Management System contribute to the improvement of all processes. This system also helps to increase the customer satisfaction, to develop professional qualification. Thus, Quality Management System makes it possible to improve all components of the quality of higher education.
