OPEN SOURCE LEARNING CONTENT MANAGEMENT SYSTEM: PATHWAY TO DIGITAL EDUCATION DEVELOPMENT IN NIGERIA

E-Learning is an innovative approach for delivering electronically mediated, well-designed, learner-centred, and interactive learning environments to anyone, anyplace, anytime by utilizing the Internet and digital technologies in concert with instructional design principles. Information and Communication Technology (ICT) is a fundamental vehicle of how modern societies function. ICT has become one of the main sources for economic growth, competitiveness and prosperity. ICT is a cornerstone for transforming developing societies into information and knowledge-based societies. Establishing an e-Learning infrastructure for education and training is key to creating a new information and knowledge-based society. An e-Learning programme at a University level should involve both public and private sectors. It should involve education and training institutions as well as the relevant social, industrial and economic players. This project is a total commitment to building and contributing to the overall Digital Education Development in Nigeria through the application of Information & Communication Technology (ICT) to Teaching, Learning and Research activities in Higher Education.
The work investigates the opportunities offered by the development of ICT Open Source Applications for teaching, learning and research as well as the challenges associated with implementing it at institutions of higher learning with very poor ICT infrastructure and skilled personnel on-grounds. Distributed Learning Model which defines the instructional processes that allows instructor, students, and contents to be located in different, non-centralized locations so that instruction and learning can occur independent of time and place was used as the paradigm for defining the conceptual framework as well as the case study analysis..
The project adopts the ATutor Open Source e-Learning Application as Learning Content Management System (LCMS), discusses the opportunities and challenges associated with it as an e-Learning Platform and as an advocate that promotes ICT as a primary tool and pathway to the development of Digital Education in Nigeria.
