UNIVERSITY NETWORK IN CREATION MODULS OF PUBLIC ADMINISTRATION AND REGIONAL DEVELOPMENT IN THE EU

The enlargement of the European Union has added a number of challenges, opportunities and requirements to the work in the field of education and training. A network of universities has been designed to reflect and implement the strategy as set out in a document drafted at the Summit of the European Council of March 2000 known as “The Lisbon Strategy.”
The EC Summit at Lisbon, Portugal, recognised the important role of education as an integral part of economic and social policies. Europe's education system needs to adapt the demands of the “knowledge society” and the needs for an improved quality of employment.
The principle objective of this network is to set up a virtual study system so as to support the mobility of students and tutors at first stage within the V4 countries, and, in the end, to extend the network across Europe. The concept of the virtual study enables students to select either a full-time study or a distance form of education. To do this a Consortium has recently been established comprising a number of universities across Europe. Those students who wish to study the programme that is not acknowledged by their home-land university may do so at any other university within the Consortium. The virtual study is based on the European Credit Transfer System (ECTS) and the exams and certificates are accepted and recognized.
The agreed modules prepared in cooperation with V-4 countries are as follows:

1. Regional development
2. Public administration of the EU
3. Rural tourism development

Consequence of this network is to be a new, progressive and flexible way of education of students within partner universities from V4 and extension to all partner universities in the Consortium. The three modules - Regional development, Public administration of the EU, Rural tourism, which were prepared, enable students to meet their special interest of their study. Students study via e-learning and at final tutorial are given a certificate proving their qualification. The tutorial also provide the feedback of the quality of prepared modules and e-learning method.
The prepared modules are saved in the database of educational modules. This system allows a flexible response to all changes which must be done in a module’s content.
The expected contribution of this network is to make the education in the framework of consortium universities for virtual study significantly diversified according to the length, content, forms and aims of individual students. This goal requires an increase of flexibility and searching for new ways and means of the achievement of educational goals. One of the possibilities is modularisation of courses according to subject fields.
The purpose of modularisation of study programs is to provide students with an opportunity to broaden their study in the framework of their selected study program with subjects not offered in this program but related, which will enable an individual specialisation of the student in the field of interest. The compulsory base of the study program is preserved.
Cooperation among universities will result to more intensive creation of international study programmes, exchange and acceptance of students and various fields of research.
