Active learning requires dynamic, formative assessment systems that can accommodate diverse question types while remaining accessible to educators without programming expertise. This paper presents a design-based implementation of a web-based, multi-type quiz authoring tool that supports structured creation and live preview of interactive assessments. The tool uses a JSON-based schema to enable portability, simulation-linked question types (e.g., GeoGebra, circuit simulators, Judge0 code execution), and AI-assisted generation in the future. Grounded in principles of modularity, usability, and assessment diversity, the tool facilitates authoring across STEM and language education contexts. Case studies across university courses demonstrate improvements in engagement, instructor efficiency, and integration with distributed learning analytics systems.
