In the last two decades, world-class universities and research infrastructure have attracted global talent. However, the capacity to support development remains a critical factor in maximizing its potential. This paper explores how academic and government institutions are evolving to meet the needs of a competitive global RDI market. Through a mixed-methods approach, the study identifies key shifts in governance, funding mechanisms, and research administration practices aimed at improving agility, autonomy, and sustainability. It emphasizes the growing need for skilled research managers, science policy specialists, and innovation enablers to support scientists and entrepreneurs alike. The findings provide a roadmap for building robust institutional frameworks that go beyond buildings and labs—towards systems that attract, develop, and retain talent.
