Within the framework of the new Council of Europe Recommendation on the role of libraries in promoting democratic values and the universal will to achieve the UN 2030 Agenda, the TELL - TRANS-EUROPEAN LEARNING LIBRARIES project stands out as an innovative transnational educational experiment to increase the capacity of librarians to address the challenges of the information society. Based on a partnership between 8 organizations from 7 countries, the TELL project brings together library networks, professional associations, libraries and public cultural institutions to promote transnational learning. The TELL – TRANS-EUROPEAN LEARNING LIBRARIES project, coordinated by ANBPR together with partners from other six European countries, directly responds to the call launched by the Council of Europe (2023) on the recognition of libraries as essential cultural infrastructures for democracy, education and digital inclusion. In a European landscape where libraries are treated as pillars of social cohesion and sustainable development (European Commission, 2023). This article explores the innovative transnational learning framework for library professionals, focused on reducing the institutional development gap between libraries in Western and Eastern Europe, thus contributing to the consolidation of an equitable and interconnected European knowledge space. The author investigates the situation of libraries in Romania, in an attempt to establish viable correspondences between libraries in Romania and the rest of the participating European countries (Italy, France, Greece, Bulgaria, Croatia and Portugal), but also concretely demonstrates their transformative potential in support of the 2030 Agenda and a resilient, democratic and inclusive Europe. Based on the conclusions of the TELL Questionnaire in Romania, which was answered by 100 respondents from Romanian library network, this study highlights three strategic directions: improving the professional capacity of librarians through continuous training, involving libraries in participatory democracy processes and the active implementation of the Sustainable Development Goals, and transforming libraries into viable recipients of structural funds. The TELL findings demonstrate the overlap of European and global agendas in transforming libraries from passive providers of information into active agents of education for social change. Therefore, TELL represents a model-experiment for the learning dynamics of librarians, contributing to the professionalization of library staff and the institutional reconfiguration of libraries as European educational centers. The article inspired by the TELL initiative advances the idea of creating an innovative transnational learning framework for library professionals, aimed at transforming these memory institutions into essential cultural and educational infrastructures, with a strategic role in achieving national and European objectives regarding sustainable development and key elements in the architecture of public policies of states regarding informal education, social inclusion, disinformation debunking and offering a rapid response in crisis conditions.
