ADVANCING DIGITAL GOVERNANCE AND LIFELONG LEARNING IN HEALTHCARE: POST-PANDEMIC POLICY INNOVATION FOR WORKFORCE DEVELOPMENT IN KOSOVO

The COVID-19 pandemic has underscored the urgent need for agile, data-driven governance and continuous capacity building within the healthcare sector, particularly in emerging economies with transitional institutional frameworks. This paper examines how digital transformation initiatives can strengthen governance capacity, enhance policy implementation, and improve health service delivery in Kosovo in the post-pandemic context. Integrating qualitative insights from municipal-level case studies with a comparative policy review, the study identifies key enablers and barriers to effective digital health governance. Furthermore, the research highlights how crisis-driven digital adoption creates new imperatives for lifelong learning and workforce development, requiring health professionals to acquire new skills and adapt to innovative governance models. The paper proposes strategic policy measures to institutionalize digital tools for workforce management, inter-institutional coordination, and evidence-based decision-making. By situating these findings within the broader discourse on global crises and educational reform, the study contributes to understanding how health sciences education, vocational training, and lifelong learning can foster institutional resilience and sustainable policy innovation in the Western Balkans.
