LEVERAGING E-LEARNING INFRASTRUCTURE FOR CYBERSECURITY EDUCATION: LESSONS FROM THE TECHCLASS LMS IMPLEMENTATION

This paper explores the role of digital infrastructure in delivering national-scale cybersecurity education, drawing insights from the implementation of the TechClass LMS during the JOTPA-funded training programs, supported by the European Union’s NextGenerationEU initiative. The initiative aimed to increase cybersecurity awareness and digital competence across diverse professional groups in Finland.

At the core of this project was the TechClass Learning Management System (LMS), a purpose-built platform designed to enable secure, scalable, and accessible delivery of online training. This study evaluates the LMS’s performance in content delivery, learner engagement, and analytics. A key innovation was the inclusion of AI-powered learner support: participants interacted with an AI Tutor to receive on-demand guidance, while support tickets were initially handled by an AI assistant, escalating to human support only when necessary. This significantly reduced response times and enhanced learner satisfaction.

Features such as multilingual access, personalized learning paths, and real-time progress tracking further improved the user experience. Data from platform usage, learner feedback, and system logs indicate that the LMS played a pivotal role in ensuring accessibility, adaptability, and learner autonomy.

The paper also addresses implementation challenges, including digital onboarding, encryption of sensitive data, and data privacy considerations. Based on these experiences, the paper proposes actionable recommendations for public sector stakeholders and training providers seeking to leverage AI-enhanced LMS platforms for future digital upskilling programs.
