TRAINING MODEL FOR CIVIL PROTECTION EXERCISES

The purpose of this research was to create a risk-based theoretical training model that can help build training modules for civil protection exercise evaluators. The methods of this study are a general literature review and work-shop in the form of practical INEGMA-E2 project group discussions between September 2022 and February 2023. The study investigates the literature on Human resource management (HRM), human resources development (HRD), learning, and risk management (RM) to provide a general overview of these concepts. Practical iterative discussions then helped apply this over-view to the creation of a risks-based training model that can be used in developing a training program for civil protection exercise evaluators. Educators can use this model to construct training concepts and relevant sessions according to their specific needs. The contribution of this study is the training model that combines risk identification elements to HRM, and HRD approaches to help develop high-quality training programs for civil protection exercise purposes
