VALLE DEL CAUCA CONNECTS, EDUCATES, AND TRANSFORMS. DIGICAMPUS PROJECT: A HYBRID LEARNING EXPERIENCE TO SUPPORT REGIONAL DEVELOPMENT

DIGICAMPUS, a project of the Valle del Cauca Government which is technically led by the Universidad Autónoma de Occidente, seeks to give access to education for the communities of the 42 municipalities of Valle del Cauca based on their needs for transformation and development through virtual and hybrid modalities with high levels of social interaction and under an experiential and situated learning approach. The portfolio of educational programs relevant to the department, at all levels of training and organized through sectors, is hosted on the Digital Educational Campus (on the Internet) that connects with the various digital campuses of the educational institutions of the region, which are complemented by physical environments distributed throughout the department that promote learning and guarantee technological devices and connectivity for the development of educational experiences. This project has two innovation approaches. The first, associated with the migration of the emphasis on knowledge transfer, which is preserved through various formats (oral, written, image, video) and spread in various media, contemplative and interactive (classrooms, books, radio, television, internet, virtual and augmented reality, artificial intelligence), enhancing the development of capabilities (actions, creations, and performances through the learning of propositional, functional and axiological knowledge) within the framework of situated (in context) learning experiences. The second approach is focused on the rupture of the historical dichotomy between the on-site modality and the remote and virtual modalities, establishing fluid borders between them that unfold in time (synchronous-asynchronous) and space (physical-digital) based on the singularities of an educational program project and the needs of access to education in a heterogeneous society. This educational innovation has led to:
a) Capacity to build within educational institutions in the Department aimed at developing virtual and hybrid modalities with high levels of interaction.
- Institutional commitments at the pedagogical and curricular level.
- Digital educational transformation.
- Development of teachers' digital skills.
- Strengthening digital learning environments.
b) An educational program to support student communities in their permanence.
c) Ensure public physical settings are distributed throughout the region promoting learning and ensuring connectivity and proper devices.
Outcomes:
Digicampus in its first call, benefited -of 4,977 participants- 2,500 people from the 42 municipalities of the department. It is highlighted that 62.33% were women, 30 identified themselves as Afro-descendants, 17.83% came from rural areas (a figure aligned with the 17% of rurality of the Valle del Cauca) and 21.75% corresponded to victims of the internal armed conflict. In the case of Cali, 61.96% of the beneficiaries live in the east side of the city (the area of greatest vulnerability), 17% in the hillside, and 7.97% in districts, all classified in levels A, B, and C of the Sisbén (poverty). The Universidad Autónoma de Occidente received the largest number of applicants, with 1,381 of the 4,977 registered.
