EDUCATION OF CITIZENS IN SELF-DEFENSE AS PART OF A STATE'S SECURITY STRATEGY: CIVIL EMERGENCY PREPAREDNESS

Education in the area of reducing the vulnerability of citizens in crisis situations, such as blackouts, floods or other threats, is a key part of civil emergency preparedness. The contribution focuses on the analysis of current approaches on this issue in the Czech Republic, based on the identified security threats defined in the Security Strategy of the Czech Republic.

The aim of the paper is to assess the current level of education and practical training of citizens in the field of self-protection, identify shortcomings and propose measures to increase the effectiveness of teaching in this area. The research uses qualitative methods, including a literature review of professional publications and strategic documents, interviews with crisis management experts and analysis of relevant security documentation. The main conclusion is that current educational measures and practical training programs are not sufficiently reflected in the curricular frameworks of both formal and non-formal education.

The research results also show that in order to increase the preparedness of the population, it is necessary to strengthen the teaching of crisis behavior in schools of all educational levels, expand practical exercises for the public and actively involve local governments in awareness campaigns. It is also recommended to create a unified methodology for self-protection education that would reflect current threats and enable more effective involvement of the general public in the crisis preparedness process.
