APPLICATIVE METHODS OF TEACHING LAW SUBJECTS TO AGRONOMIST ENGINEERS

The aim of this article is to present the applied teaching of law subjects to agricultural engineers practiced during nineteen years of university teaching career at the Faculty of Agriculture within the University of Life Sciences of Iași, Romania. The law subjects taught in a traditional scholastic form are very abstract for students from technical universities.

The academic curriculum of the agronomic engineering students, depending on the specialization, includes subjects such as Commercial Law, Agricultural Law, Food Industry Law. Having practiced as an attorney for twenty-two years in the Iași Bar Association, the National Union of Bars of Romania, I believe in an applied way of teaching legal knowledge. The specializations within the Faculty of Agriculture such as Agricultural Business Engineering and Management, Agriculture or Environmental Protection, through the curriculum assumed and approved by the Romanian Ministry of Education, aims to combine technological knowledge with legal knowledge.

Therefore, the law subjects are a tool aimed at understanding the mechanisms of management of activities subordinated to the agricultural, zootechnical and food industry, either as employees with a specific job description, as managers, or officials who perform coordination and control activities such as those in public institutions such as the Agency for Payments and Intervention for Agriculture (A.P.I.A.), the Rural Investment Financing Agency (A.F.I.R.), the Institute for Land Improvement, the Sanitary Veterinary and Food Safety Directorate, etc.

By dealing with practical issues such as setting up a limited liability company, approaching a lease contract from the negotiation stage, the occurrence of disputes or other situations such as force majeure in which certain clauses become applicable before institutions such as APIA or the County Agricultural Directorates, the need to obtain a sanitary and veterinary permit for a factory, restaurant, etc., and implicitly an environmental permit, the method itself implies that theoretical notions and legal concepts come to life and acquire practical meaning.
