DEVELOPING ONLINE MICRO-CERTIFICATION MODULES FOR DIGITAL COMPETENCY OF LECTURERS IN HIGHER EDUCATION IN INDONESIA

The study is focused on the reflection of lecturers as developers in developing online micro-certification modules for the digital competency of lecturers in higher education institutions in Indonesia. Indonesia has about 313,592 lecturers for 4,464 higher education institutions. Various parties have designed and rolled out numerous initiatives to ensure that everyone within the university ecosystem, especially the lecturers, is equipped and prepared to operate in a technologically driven academic environment. Nevertheless, the lecturers’ current skills and competencies are lagging behind the newest transformation taking place in the digital era. Meanwhile, the lecturers have to serve students from the M, Y, or even Z generations who are digital natives. As such, Indonesian lecturers need continuous reskilling.

The development of the online micro-certification modules for digital competency of lecturers in higher education institutions in Indonesia is based on the Micro-Competency Reference Framework from UNESCO ICHEI, which involved 14 developers from 7 higher education institutions in Indonesia. The results are five online modules being developed, i.e., organize and implement online collaborative learning, evaluate learning based on process performance, guide personalized learning with data insight, conduct virtual space-based skills development, and construct a virtual space to support problem-solving. The reflections from n=14 developers’ on their experience in developing the online module were collected using an open questions survey instrument. Qualitative data from developers is then analyzed using anecdotal qualitative analysis.

The results indicate that developers' reflections acknowledge their oversights and a desire to revise their online module, contingent upon available time. Additionally, they observed that their modules currently lack the necessary features to support flexible learning. They identified that certain modules do not yet incorporate components that align with the Micro-Competency Reference Framework established by UNESCO ICHEI. The developers also noted that their video and audio materials currently have not yet met the expected standards. Despite these challenges, the developers' reports have been positive towards the overall experience. The experience is considered inspiring and yet empowering them to develop quality online modules.
