DEVELOPING A QUALITY FRAMEWORK AND INSTITUTIONAL POLICY FOR (DIGITAL) LEARNING MATERIALS IN HIGHER EDUCATION

The educational sector in Flanders is undergoing a digital transformation, with digital learning materials becoming increasingly prominent, especially since the Covid pandemic. The research project “Developing a Quality Framework and Institutional Policy for (Digital) Learning Materials in Higher Education” aims to determine when higher education students benefit from paper-based learning materials versus digital alternatives and how these materials can be optimally utilized, in alignment with the specific learning context. Digital learning materials offer advantages in terms of inclusivity and differentiation, allowing resources to be adapted to meet individual student needs, leading to a more personalized learning experience. Conversely, non-digital and paper-based materials have been found to be more effective for comprehension and deep processing of content. By exploring these factors, the project will inform best practices in educational material usage.
This research project addresses several key questions: Under what conditions does the use of digital learning materials lead to effective learning outcomes? What are the quality criteria for good (digital and non-digital) learning materials? Additionally, the project investigates which support teachers need to correctly use and develop learning materials, how the distribution of these materials can be organized efficiently, effectively, and sustainably, and the associated costs and who bears them. Ultimately, the project aims to enhance the overall efficiency and effectiveness of learning material deployment.
To answer the questions in the previous paragraph, the project will conduct surveys among teachers and campus services to gain insights into the current use of learning materials and which quality criteria they uphold at the moment. Furthermore, focus groups with students will provide qualitative data on their experiences and preferences on learning materials. The results of this project will lead to the development of an educational vision and policy framework for the sustainable use of (digital) learning materials which will be implemented within the institution. Additionally, we aim to provide educational teams with strong didactic and technological support.
The ultimate goal of this project is to offer clear guidelines for the selection and use of learning materials in relation to specific learning contexts, considering both paper and digital formats. Through this approach, we aim to provide students with high-quality guidance in their learning process by equipping them with robust learning materials.
