This study explores the leadership capacities essential for transforming schools into innovative and competitive institutions in the Arab region. Using the Delphi method, 14 educational experts were consulted across three rounds. Twelve leadership competencies and 46 indicators were identified, with consensus determined through Coopers equation. This research emphasizes the significance of these competencies in enhancing educational quality, fostering creativity, and improving school competitiveness. The findings contribute to guiding school leaders and shaping policies for educational leadership development. This paper contributes to knowledge by identifying core leadership capacities essential for fostering creativity and competitiveness in schools. It offers insights to guide school leaders in developing skills that enhance innovation and performance, while also informing the design of targeted professional development programs. Additionally, the study bridges theory and practice in educational leadership, providing actionable recommendations to improve school management and inspire further research in the field.
