Abstract:
Scientific research in an era where knowledge and experience are growing exponentially faces with problems of validity and reliability issues regarding to that inevitable rapid change of the current century. Problems are many, but some critical ones though requires serious attention. Amongst the most challenging ones are related to measurement tool development procedures being employed throughout the milieu, especially of quantitative research studies where researchers think the methods and techniques they used are still based on de-facto/general rules; but in fact, they fail to consider the changes and developments occurred in the field of research methodology. The premises behind the problem are many; however, disorderedness and fragmentations existing in quality research studies are the major causes of the defined problem, when especially considering the exponential growth of body of knowledge in the related field. For that very reason, a serial review of a particular part of the bulk of the related literature is urgently essential both for the purpose of revisiting the growth in scientific research methods and for developing an outlet for the purpose of proposing a reliable and valid route map for those researchers who keen to develop unique measurement tools. Based on the necessities mentioned, this research aims to review existing research studies aimed to develop measurement tools in terms of procedures being followed, to review contemporary approaches for developing quality measurement instruments, to find out the gap between existing situation and the situation that it should be and to propose a model to close the gap. The most unique part of the current research will be the review dimension which will collect the quality studies that were spread over the literature and the model which would be considered as a guideline for developing a research instrument for assessing variables as sensitive as it should be.
